Seattle would be well served by a SKYWAY similar to France's Millau Viaduct (below). It is 6 lanes wide and 1 1/2 miles long (same as our Alaskan Way).
It was completed 4 years ago for only $400 million and took only 3 years to build. In Seattle, a new ALASKAN SKYWAY would be built at 80 ft., very high over Seattle bayfront, but 805 ft. lower than the Millau highpoint.

With 40 twin pier arches (instead of the single piers under Millau), the new ALASKAN SKYWAY would nevertheless feel open and light like below:
